Health, Safety & Environmental Engineer

Role:

The role of the HSE Engineer is to oversee and manage all project requirements during the design and construction phase with respect to the scope of health, safety and environment while working with the multi-disciplined project team.
 

Responsibilities:

HSE Engineers are responsible for:

  • Managing the requirements and scope for all project related HSE activities.
  • Managing HSE deliverables to meet client specifications, project requirements, deadlines and budget.
  • Acting as a client liaison for all HSE related activities.
  • Ensuring the project design is in compliance with all relevant HSE studies.


Job Duties:

  • Review the scope of project HSE requirements and determine the priority sequence.
  • Review and verify the implementation of all project HSE studies with respect to specifications, code requirements, design and documents related to the project.
  • Implementation of applicable International HSE codes and standards into the project design.
  • Coordinate and manage subcontracted project specific HSE studies.
  • Prepare and or lead the development of project specific HSE documentation.
  • Assist the project team in ensuring compliance with project safety objectives.
  • Provide support and advice to the project team regarding HSE decisions.
  • Attend client communications and meetings with respect to all HSE issues.
  • Submit routine project report regarding the status of HSE activities.
  • Review relevant subcontractor documentation related to HSE to ensure project compliance.
  • Oversee the implementation of HSE requirements for all site construction activities.

                Hazard and Effects Register
                Environmental Impact Statement (EIS)
                COMAH (Major Hazards) Report

                Emergency Response Plan
                Safety Integrity Level (SIL) Assessment and SIL Verification
                Quantitative Risk Assessment (QRA)
                Hazardous Area Classification schedule/Layout
                Fire and Gas Detection Criteria & Layouts/ C & E matrix
                RAM Study
                Flare Radiation and Dispersion Analysis


Skills & Knowledge:

  • Well-developed interpersonal skills and communication abilities.
  • Ability to handle responsibility and high work loads.
  • Understanding of gas & oil processing processes is an advantage.
  • Good computer skills.


Education & Experience:

  • B.Sc. in Chemical or Mechanical Engineering is an advantage.
  • Minimum 10 years experience in HSE Engineering.
  • P.Eng. designation through APEGA preferable.
  • Relevant HSE training & certification (ex Nebosh, OHSAS, etc.)
  • Experience with SIL, HAZID, HAZOP, LOPA, QRA, ENVID, HSEIA, EIS, etc.
  • Strong knowledge of international HSE codes and standards and their application


Working Conditions:

Can involve high stress due to workload and timelines.  Must be able to multi-task and prioritize workload appropriately to meet deadlines.  Due to the industry in which TDE is involved and the position, there may be a requirement for travel.  Typically travel is to foreign countries therefore incumbent must have all necessary documentation for this type of travel.  Travel is usually for client meetings, attendance to studies and site monitoring and assessment purposes.  Supporting sales and marketing for bidding HSE scope on potential projects will be required.

Continuous interaction with multiple internal disciplines and external clients and organizations is a requirement of this position.  Incumbent must be able to communicate effectively with others including engineering departments, shop fabrication groups as well as with suppliers and clients.  Candidate must also possess conflict resolution skills and be able to manage the differing personalities between these groups to meet project needs and deadlines.
